env: don't set to default env twice when use CONFIG_ENV_IS_NOWHERE

When use the CONFIG_ENV_IS_NOWHERE, I met such issue:

	DRAM:  256 MiB
	Using default environment

	*** Warning - bad CRC, using default environment
